(ii) The statement means that in every interaction, there is a pair of forces acting on the two interacting objects.

As Covid Hotspot in Delhi: Wrong to Vilify-Malign Muslim Community! No-doubt and very rightly said, which is tantamount to criminal negligence… “Covid hotspot: A congregation in the times of Covid-induced social distancing is not merely an anachronism- chronological mistake — it’s an open invitation to disaster… thus endangering public health amid the pandemic outbreak”…
It is also very rightly and glaringly pointed out as to the criminal negligence that, “the Delhi Police can’t evade responsibility for their belated-deferred, overdue response’. Firm action in mid-March could have prevented the situation from coming to such a pass” like in case of corona...
“However, the AAP government has no control on “the Delhi Police” as the “Delhi Police-entire force deployed in Delhi” is directly under the central government of India in the context of maintaining law and order in Delhi”. Isn’t ?
  Hence, it seems unnecessary and questionable to drag the AAP government along with “Delhi Police-entire force deployed in Delhi including actively operating central agencies in Delhi and throughout India;
   As India is only run financially and or economically by a centralized system;
 But it, the system is always being addressed wrongly and incorrectly as “Federal”, meaning thereby de-centralized-Two Rotating Circles or wheels independently, “The States and The centre” independently as said to be and always wrongly- incorrectly being projected through so-called intellectuals and law-makers that the states, having their own independence and the centre has no interference in the States of India. There is no world like “Federal” in the Constitution of India.”
 Under the circumstances, is it difficult to draw inference and to conclude, “As to why and as to how and at whose instance, for what…and who failed to maintain law and order by committing the criminal negligence in the context in Delhi ?
  Is it not sufficient to draw inference and to conclude in the matter, “The old habits die hard? —“used to say it is hard to stop doing things that one has been doing for a long time”: Is the, “The old habits die hard? —used to say it is hard to stop doing things that one has been doing for a long time” saying not applicable on our politicians-stooges etc…and the agencies matter in controlling the system in all respects in India?
  Again, no-doubt, the detection of scores of coronavirus cases among the visitors has set the alarm bells ringing across the country… Firm action in mid-March could have prevented the situation from coming to such a pass, similarly in case of coronavirus earlier.
  The editorial, April 02, 2020 06:30 AM (IST): The Tribune, Chandigarh, did great service to India by surfacing the truth about the intolerants that, “Even as this coronavirus hotspot has triggered the biggest single-day spike in cases so far, the communal spin being given to the whole affair on social media and by a section of the electronic media is an alarming development. Blaming Muslims for the spread of coronavirus across the country reeks of mischief and malice…;
