WASHINGTON, D.C. (TIP): World Sikh parliament appreciated Kesri Lehar: UK and Kesri Lehar: Scotland’s efforts to raise awareness about the atrocities committed by the Indian state against the Sikh community and to seek justice for the victims and their families.

We stand in solidarity with Kesri Lehar and the Sikh community in their quest for truth and accountability. We believe that the recognition by the Scottish Parliament is a significant step towards acknowledging the historical facts and the human rights violations that took place in 1984. We also support their call for other parliaments and institutions worldwide to recognize these events as the “Sikh Genocide”, as they have been termed by many credible sources.

World Sikh Parliaments Speaker Bhai Joga Singh and co-convener Bhai Gurcharan Singh said that the Indian state has been trying to suppress the voices of the Sikh community and to deny their right to self-determination. The Latest Killings of Sikhs activists in the UK and Canada proves this fact. We condemn the Indian state’s use of violence, intimidation, propaganda, and false accusations against anyone who peacefully demands justice or expresses their political aspirations. They urged the international community to hold the Indian state accountable for its actions and to protect the human rights of the Sikh community Worldwide.

Kesri Lehar has worked closely with the World Sikh Parliament and we commend them for their courage, perseverance, and dedication in pursuing this cause. We hope that their campaign will inspire others to join them in their struggle for justice and dignity. The Sikh massacre-Genocide-November 1984: “Under the umbrella of police and government machinery, this big shameful incident happened to the Sikhs of independent India after the brutal attack of the Indian Army on Sri Darbar Sahib and Akal Takht Sri Amritsar in June 84”.

The two convicts who were sentenced for the brutal killing of four members of a Sikh family, had their sentences reduced by the court saying;

"They had no personal enmity, rather this was done by Prime Minister Indira Gandhi." It has been done blindly in a murderous rage.”

But the Sikhs who killed General Vaidya and Indira Gandhi in anger of the attack on Sri Darbar Sahib and Akal Takht by the Indian Army promptly hanged them.

There is a lack of leadership for the protection of the minorities in this country because it is through the agencies of India that such leadership is raised from among the minorities who are ready to act under the subservience and patronage of the leaders from the majority.

And not being accountable to own people-community in any way. In the people of India, through agencies, the leadership of the minorities in this way, by showing them only visionary leaders and is a very undemocratic method, from which there is no hope of getting rid of in the future.

Statements of some important persons who appeared before the Nanavati Commission:

Sardar Patwant Singh is a famous writer and environmental expert and Lt. General J.S. Arora asked the President of India Jail Singh to stop the violence against the Sikhs, the President replied that I have no right to interfere when these dignitaries insisted that you tell Prime Minister Rajiv Gandhi. So Jail Singh said that I will do this work for 3-4 days.

The wording may be different, but it has come to light that when Rajiv Gandhi arrived in New Delhi from Calcutta on 31 October 1984, he said softly in the ear of one of his senior officers, "Yes, we must teach them (the Sikhs) a lesson." This is what that officer said to journalist Siam Khosla and former minister K. L. Told Miani.

It is being advised that even today, if 20 Congressmen of Delhi were arrested and interrogated with modern methods during that November incident in 1984.

If you go, the truth may come out. How can the Congress Party, when it has its own government at the Centre, conduct investigations against its own people with these sophisticated methods? This work was done by the opposition government which was at the center from 1989 to 1991 and again from 1996 to 2004 but those who now say that they know the truth.

Whichever party takes over the state, it is doing the work of disrespecting the 'Rule of Law': “That is why the Honorable Supreme Court Chief Justice Ramesh Chandra Lahoti, who is leaving the post, said that, "It seems difficult to make a law to prevent political crime in India and it is almost certain that the criminalization of politics cannot be stopped by making a law."

They had done this work by putting the commission on their necks and intimidation, and in this way, whichever party takes over the state, it is doing the work of disrespecting the 'Rule of Law'. However, I could get an answer as why and where, I failed unbendingly in the eye of the system. I am proud of that the failure is not on the part of legal awareness and of conscientiousness and or religious in any manner.

As to why Prof. Harinder Singh Mehboob, renowned Punjabi Shiromani Sahitkaar, noted litterateur and Sahitya Academy Award winner was being criticized till to day? The answer was obvious, for and because of his act of cultural uncover, a few lines of his poetry ‘Murder of sleeps and a wonderful act of Martyr’ i.e. ‘Neendan Da Qatal and Shaheed Da Gajab’ in his book, ‘Jhanan Di Raat’ at page 826 to 828 and he was not suitably remembered and comparatively glorified for his work on his death.

** A witch snake or cobra, known for killing its victims in sleep by sucking in their breath in imaginary stories.

Mehboob was given the Government’s prestigious Sahitya Akademi award for 1991 for his anthology entitled ‘Jhanan Di Raat’, which contains the long poem vilifying Indira Gandhi as a “witch snake or cobra**” and hailing her assassin Beant Singh as a martyr. It also makes communal references to “idol-worshippers”.

Was it not an act of uncover and exposure of the cultural cover and should be honored by all in the interest of justice and the transparency?

It is already said that sources disclose that eminent poet Amrita Pritam, convener of the three member jury, was instrumental in Mehboob getting the award. Her one sentence report, described the book as “a beautiful happening in Punjabi literature” which explores “the agony and ecstasy of life”. The other members of the jury, Prof Amrik Singh and Dr Jasbir Singh Ahluwalia, did not find the book to be of high literary standard.

Hindi poet and critic Vishnu Khare said "The poem is definitely communal, it almost deifies violence and is certainly offensive to a large number of Indians The Sahitya Akademi must express regret and see that its jury members read all books most carefully."

Hindu writer Krishna Sobti described the Poem as “deeply disturbing.” She said it was “simply outrageous” that an assassin of the Prime Minister of India should be elevated to the status of a martyr in the line of Guru Arjan Dev.

Prof. Harbhajan Singh too found the book good, but agreed that the last poem was inflammatory and communal “It would have been better if this book was not given the Sahitya Akademi award,” he said.

When the question like this, “The final question is: what will the Sahitya Akademi and its parent Ministry do now to rectify the lapse, and to prevent a recurrence in future?”, being posed, whether the cultural cover ever will be uncovered or exposed to bring the transparency and accountability in the system?

Was the demand to uncover and expose the cultural cover and the cry for justice in favor of the transparency and accountability, does it amount to revolt against the State and or the lawlessness?

In case, the international community concludes so on the ground that it was the acceptable world phenomena, and there can never be any remedy except the whistle-blowers including me to surrender under protest grudgingly. But, I wish to pose the following questions to have answers in the larger interest to test the transparency and accountability in the context in Indian system:

Can the information under the Act, be provided as to how many Sikhs arrested meaning thereby taken into custody, captured, detained, caught, taken in for questioning, picked up etc and or how many sent abroad and now on the ‘black list’, and or arrested to arm them as terrorists and cats, and or how many surrendered meaning thereby: laid down their arms, admitted defeat, submitted, yielded, given in, gave up etc after the Army attack 1984 till today?

3. The details of the Sikhs and others who were picked up spontaneously, unplanned manner surprisingly and later on killed, eliminated, liquidated, shown disappeared etc all including the given categories as stated by former DGP K.P.S. GILL after the period stated above? See reference below.

4. As to why a 'Constitutional Commission' did not set up for facing justice on the demand of former DGP K.P.S. GILL?

Could the detailed identity of the main accused (Rajiv Gandhi) stands killed by a ‘Human Bomb’, the other co-accused, who remained the part and parcel of the then entire government machinery, responsible for the `genocide of Sikhs' or the `State-Sponsored Violence' against Sikhs not be disclosed being a matter of record as the accused were on duty on all the three days of Sikh Massacre-1984?

Why only the government always form or remain in search of some committee, team, the individuals as its henchmen, when the crime(s) committed by the state machinery become so open, to insist only to accept the adequate compensation and start pressurizing the victims families to accept the same and no guilty punished except playing political dramas like the cases of H.K.L. Sikh Massacre- Genocide In India:The Shiromani Gurdwara Parbandhak Committee Sri Amritsar has published a report in four volumes under the title 'Sikh Massacre' in November 1984 regarding the killing of Sikhs and other brutal atrocities that took place at that time. After collecting the information, more details are promised to be published in the Gurdwara Gazette.

This massacre of Sikhs was carried out in a very systematic manner as a result of long preparation. This massacre was carried out by the government itself under the umbrella of the police and government machinery. Sikhs were being massacred in the capital of India and other parts of the country for three to four days. The whole world knows this. Governments of India formed after that is not ignorant of this. Calling this massacre of Sikhs a riot by the Indian rulers, their supporters and the press is pure mischief, it is also a blatant example of communalism.

Scholar Mr. According to Rajini Kuthari, “What happened in Delhi in early November 1984 was not a riot but a premeditated plan under a conspiracy. To accomplish this, the selection of the region (residential population of Sikhs only) the arrangement of the equipment, the perpetrators of this crime were known. The assassination of Mrs. Indira Gandhi was only used by the goons as an opportune time as an excuse to carry out the pre-planned scheme as per the will of the government. The carnage itself did not start without much fanfare. It cannot be called any other name than the brutal killing of Sikhs under the watch of the police.

Seeing these brutal inhuman acts of the killers, Mr. Raj Thapar has written, “You cannot call these killers from the human race. These are made of other compounds. Because nowhere else in the world has it happened in this way. Hitler also did not do this even though he mass-murdered people. He created monsters and monsters to do this. But the whole thing was removed from the habitation of the people.”

While the government organized the killing of Sikhs by its henchmen in densely populated areas under the supervision of the police. Calling it a riot, the government is running away from its responsibility and wants to acquit its goons of this heinous sin and is doing the same.

At that time, Shiromani Akali Dal's ad hoc committee decided that Prime Minister Rajiv Gandhi and his government were directly responsible for the barbaric events of November. It should have been that the government should have conducted a judicial inquiry into the killing of Sikhs, but on the contrary, Rajiv Gandhi said that "when a tree is felled, the earth shakes", but the back of the killers and goons was complete and is still being completed.

It should be remembered that the non-governmental People's Union for Democratic Rights published a report exposing the people responsible for the massacre of Sikhs by the People's Union for Civil Liberties. The government did not share this report with the people. Thus the truth was not allowed to come out because the government itself was guilty. The commissions which were formed by the Congress governments did not investigate in an impartial manner. The scope of the Justice Ranga Nath Misra Commission was limited.

There is still a demand to form a new judicial commission based on the committee of judges, but former home minister Mr. L. K. Advani, at his time, repeatedly took sips in the Lok Sabha and the member of the opposition. They were telling Manmohan Singh that there is a need to form a new commission or not. Mr. Advani knows very well that the brutal massacre of Sikhs in November 84 was organized by the then Congress government through its leaders and goons.

According to some published reports about this Sikh massacre, "This apocalypse was so terrible and planned and the leaders of the ruling party had a hand in it, the facts are shocking. Undoubtedly, the government had its own hand behind these atrocities. Under the umbrella of police and government machinery, this big shameful incident happened to the Sikhs of independent India after the brutal attack of the Indian Army on Sri Darbar Sahib and Akal Takht Sri Amritsar in June 84.

Calling this gross oppression Hindu-Sikh riots is tantamount to turning a blind eye to reality and covering up the truth. This was a large-scale massacre of unarmed Sikhs by government thugs. Innocent children were burned alive. Thousands of young women were raped. The houses of the Sikhs were looted and set on fire. The decision was taken at a high level on the evening of October 31 to teach this unforgettable lesson to the entire Sikh community across the country.

On the basis of the reports received, highlights of some of the painful incidents are given which reveal systematic inhuman type of oppression:

(a) The method of killing the hooligans was very gruesome and beyond tolerance. The widows screamed and said that "those miscreants used to catch men from our houses and cut his hair." While cutting hair, they all used to make fun of that Sikh and laugh and laugh saying 'Mona Mona'. After that, after beating that man, he asked him to dance, and he would laugh like a savage, like a terrible death. Then they sprinkled kerosene on the dancing man and lit him on fire, staying close to him until he burnt alive and died. They were rogue congressmen.

(b) After killing the Sikhs, their wives, sisters were raped. Many miscreants raped a young girl and then they crossed her private parts with a needle. That girl was hospitalized in critical condition.

(c) Sikhs were brought out of their houses and beaten very cruelly. Beards would be cut on their case. Those half-witted Sikhs would be beaten to death and thrown into the dirty sewers like footballs. When they were on the verge of death, petrol was poured on them and burned alive.

(d) In many areas the method of violence would have been terrible. They used to set fire on the heads of the Sikhs, as if a human example was lit.

(e) A more terrible method was to set fire to the legs of a living man and stand around him. In this way, that man would give up his life by burning in the fire while he was still alive.

(f) More rape and extreme violence and oppression occurred in Nand Nagar because brutality was inflicted on the inhabitants of this colony itself. They were expressing their brutality on their own Sikh neighbours and acquaintances. Similarly, two women of the colony were fully participating with the goons in the violent incidents of arson and murder.

(g) The hooligans wanted to see any Sikh or Sikh-related thing stained with blood. Pratap Singh said that they started hitting my head countless times. At the same time they were all shouting loudly-

* "Kahan hai fresh mice, we will hunt them."

* "They want this Khalistan, let us build this Khalistan”.

With the iron Sikhs' attack on Pratap Singh, he had to wash his hands from the pure light of his eyes forever. He lay in a very wounded state, permanently blind. My youngest son Pritam came behind me and hid. The miscreants started pulling and tearing the clothes I was wearing. I begged for it, but within minutes they stripped me and then raped me in front of my son.

(h) Carnage in trains at the railway station in a gruesome manner. Every train arriving at Delhi station on Friday was full of dead bodies. Many dead bodies were lying in each compartment of the vehicle

Instead of protecting the Sikhs, the police caught the Sikhs themselves, disarmed them and handed them over to the gangsters. The government machinery encouraged hooliganism.

Due to some justice-loving officers and common people, the reality also came out.

An officer of Nizamuddin police station said that "I telephoned every ten minutes from the headquarters of the forces to B. S. F and C. R. P. F. I was asking for help;

But every time I got the reply that “No such thing. You sit quietly."

The following facts have been stated by the police in the hand of the government in the killing of Sikhs:

1) The police officers of Yamunapuri and Yamuna Vihar were saying to their own goons, “Sikhs kill and destroy the Sikhs. So you can finish your work.”

(2) On the morning of 3rd November, the police officers of Khajori Police Station heard the miscreant saying that "We have been there for three days to kill the Sikhs, but we could not do it till now."

Who is to blame? The names of some of the main culprits have been given in the report. H. who encouraged and brought the killers. K. L. Bhagat, Jagdish Tytler, Sajjan Kumar etc. have been acquitted. The accused, on the other hand, occupied high positions in the Congress state and roamed around under the protection of black commandos. According to official data, 2733 Sikhs were killed while the number of Sikhs killed in Delhi alone is said to be more than 4000. All the accused were not arrested, what to talk about the punishment to them.

These Sikhs also had no personal enmity. Thousands of Sikhs are still held in prisons without trial, in poor conditions. In India this is done to fulfil a political motive to please the majority by sacrificing the minorities.

Defense Minister George Fernandes, while responding to the attacks on Christians in the Lok Sabha, said that the opponents are raising this issue a lot but have they forgotten what happened to the Sikhs in India in the last 50 years? He recalled the year 1944 and said that it has a long history about the Sikhs.

On this, Mr. Chandra Shekhar, the former Prime Minister raised voice twice and said that this episode should be stopped here, otherwise the situation of the country will go out of control, then further debate was stopped.

Author-writer of this note does want to project Bhai Beant Singh and Bhai Satwant Singh as the great and brave souls as like of in the context of Sardar Udham Singh.

These heroes took birth in villages and also lived in villages and they were very energetic youngsters, who being also very brave, but were against the trifle-little quarrels of personal nature and never participated in such the trifle-little quarrels of personal nature as from the very childhood, they were having desire to do something for the country.

The majority government of India knows that the more they kill the Sikhs, the more their vote bank increases among the Hindus. Therefore, it is the religious and political compulsion of the Hindu leaders to always create an excuse to beat the Sikhs. Nor are they, who do publicity as breach of trust committed, aware of about the security arrangement of the Prime Minister and other VVIP,s. For due to their ignorance, they do such publicity.

Bhai Beant Singh and Bhai Satwant Singh were kept security guards within internal circle close to then PM Indira Gandhi as challenge to Sikhs, intentionally and deliberately, kept them on duty therein.

By all this Then PM Indira Gandhi, Durga of Hindus, wanted give internationally that she has completely destroyed the supreme religious place of Sikhs and thousands pilgrims including children and women killed in the Indian Army Attack. Instead of all this, “I am not afraid of from Sikhs”.

She wanted to prove that Sikhs are cowards. They, Sikhs cannot kill her by risking their life under such foolproof, perfect and flawless security as already explained above.

But truly to kill PM Indira Gandhi under such security arrangements, for Bhai Beant Singh and Bhai Satwant Singh and then to remain alive was next to impossible, but lovers of their religious Guru proved that our religion is more supreme and loved one for us than our life.

The said message sent internationally by PM Indira Gandhi proved false, wrong and incorrect and that to remain as history.

Forget as to what some communal people and their stooges under the shadow of commandoes say, only Sikhs to decide as to what is there like breach of trust in the whole story, but it is story of glorious bravery and an exceptional story of sacrifice of Bhai Beant Singh and Bhai Satwant Singh to save Sikhs, Panth and Punjab from cruel ruler known of that time in history.
